RTÉ Call for Proposals | YPP | Proclamation Day

On Tuesday, 15th March 2016 every secondary school in Ireland will celebrate ‘Proclamation Day’, a one-day event when all students will be invited to write a new proclamation for 2016. They will be asked to reflect the values, hopes and aspirations of their generation in 2016 starting with an analysis of the ideals, principles and aspirations of the proclamation.

To mark this national celebration RTÉ Young Peoples would like to capture the spirit of the initiative through a documentary film and audio project. RTÉ Young Peoples is seeking proposals to

  • manage the call to action and the gathering of one minute film and audio content from 12-17 year olds.
  • produce a half hour documentary using both the user-generated content and produced content.

In collaboration with RTÉ 2’s Two Tube and RTÉ 2FM the call to action will invite people aged 12-17 to create a one minute film or audio piece which documents or interprets their personal response to ‘Proclamation Day’ (15th March 2016).

In the first instance this is a competition. The one-minute films and audio pieces will be judged by a panel of RTÉ YPP, RTÉ 2FM and production company personnel to be co-ordinated by the production company. Ten films will be selected for broadcast on Two Tube in April/May 2016. Ten audio pieces will be selected for broadcast on 2FM in April/May 2016. The challenge will be to engage young people to take part in this project and to interpret ‘Proclamation Day’ with the most diverse, interesting and entertaining range of treatments.

The Two Tube website can be made available for upload of content.

Two Tube and 2FM are open to making available ‘sample’ pieces or information by way of inspiring the young film makers and audio producers.

Sample themes may include:

  • A personal or community proclamation
  • Personal ancestry and family tree  
  • Oral History - Exploration of an aspect of local history through interviews with older people – relatives or from the community - about life through the decades or their memories of 1916
  • Objects from the early 1900’s
  • Presentation of facts, figures etc
  • Youth issues over the past 100 years

Treatment of material is open and some sample treatments may include:

  • a speech, dance, original song or performance of traditional music, song or ballads
  • drama, documentary, observational reportage, photo montage
  • Animated treatment 

or any other approach selected by the entrant.

The second part to this project is to produce a half hour documentary for delivery by 20th May 2016 for transmission in an early evening slot on RTÉ 2 television.

It is envisaged that the television documentary will capture the essence of ‘Proclamation Day’ and young people’s reflections on the Proclamation, the hopes and aspirations of their generation. Using the content submitted by youngsters as part of the competition above together with footage and sequences filmed by the production on Proclamation Day we are seeking proposals for a half hour documentary.

Considerations in this project include:

  • A plan for how to implement an effective call to action which can engage this group.
  • A clear and effective methodology for clearance of rights of all people appearing in the one minute films will be essential.
  • Experience in working with teenagers in television will be favoured or, inclusion of this experience in the production team.
  • Understanding the age-group and parameters of appropriate content is crucial. The content, while targeting teens, will be broadcast pre-watershed and to a general audience.
  • Two Tube and 2FM are on board as partners to support and promote this project

Proposals should outline in detail the proposed creative treatment of this documentary and key personnel.
